"Black Sugar" refers to the soot that would fall on the town of Ambridge, PA where Rick grew up. Ambridge, a company town built by American Bridge Company in 1905 a few miles from Pittsburgh, suffered the effects of industrial pollution during, at least, the 50s and 60s.
